The British Institute of International and Comparative Law (BIICL) was awarded a contract in 2021 to produce a suite of reformed model legislation for the Caribbean Community (CARICOM). These Bills included the Insolvency Model Bill and Regulation, the Companies Bill and the Partnership Bill.

Dr. C. Samantha Jn. Paul-Samuel was contracted by BIICL as a Key Expert within the project to conduct consultations; participate in meetings at a National and Regional level, and draft and finalize the aforementioned suite of legislation.

Dr. Jn. Paul-Samuel who is an international policy and legal consultant, legislative drafter as well as a CARICOM national proved to be ideally suited for this project. She provided a superior understanding of the region’s legislative frameworks and was instructive in addressing the plethora of issues inherent with reforming three fairly complex areas of law. As a result of her addition to the consultancy team, BIICL was able to meet the several deadlines imposed by the project in successfully completing the project deliverables on time. The level of professionalism, work ethic and the profound understanding of law and policy issues demonstrated by Dr. Jn. Paul-Samuel throughout the consultancy is testimony to her character and ability, and we have no hesitation in recommending her for any projects that commensurate with her comprehensive skill set.

Antigua and Barbuda received support from UNICEF to execute a national integrated social protection systems project to establish a social protection platform. Mrs. Samantha Jn. Paul- Samuel was selected by UNICEF as a consultant for the draft of the Social Protection Bill.

During my sessions with Mrs. Jn. Paul-Samuel as the Minister with Responsibility for Social Transportation and Human Resource Development, also a lawyer by profession, I have been impressed with her ability to provide in-depth analysis, paying attention to details and displaying confidence and great interpersonal skills.
